Hi Skids, I assume the vague error you got was due to the fact that your upload was not yet approved.
It has been approved (and I moved it to category service manuals), so let me know if this solves the vague error.

Hi all, sorry for this situation.
It is due to my inexperience of setting the traffic / qouta limits within the download extension of phpBB.
I hope I fixed it by settings also the download quota to 2 Gb per month for newly registered users (for some reason the download extension differentiates between newly registered users and registered users.
Also, I have 'reset' the download quota for all registered users and newly registered users.
So, my expectation is that this is fixed. If not please let me know!
