I've done a little, but I am no position to offer any solid advice.
Pretty sure there was a really good thread recently on VFRW regarding somebody who cleared their whole bike with the original paint job and decals. Think it was a 5th Gen. It came out pretty damn nice from the photos. Can't remember if theirs was peeling though.
I can't log into VFRW at work to poke around and try and find it.

I would guess you would have to peel off what you can and then use a fine sandpaper to sand anywhere you want the clear to adhere as to create a mechanical bond. You will also have to feather out the edges of peeled off clear to original paint. From there clean, clean, clean before you clear over.
